Water and sanitation for all will not be achieved without paying particular attention to the needs of vulnerable and marginalized groups. Human rights principles highlight the need to actively design water and sanitation policies that prioritize and address the needs of vulnerable and marginalized groups, rather than treating all persons as facing identical challenges.
