Before the advent of computers, most census operations hired large numbers of semi-skilled clerks to edit individual forms. However, owing to the complexity of the relationships between even a small number of items, simple checks could not begin to cover all of the likely inconsistencies in the data. Different clerks would interpret the rules in different ways, and even the same clerk could be inconsistent.
