Amongst the topics of the agreed annotations to the provisional agenda for UNCTAD IX was the consideration of national and international policies needed to enable full advantage to be taken of the opportunities for growth and development offered by the new global context while minimizing the risks of new imbalances and instabilities, including those in international financial markets.
