Introducción
Desde comienzos del siglo XXI, los países de América Latina y el Caribe han iniciado ambiciosos procesos de transformación digital del Estado dirigidos a poner a disposición de la ciudadanía una oferta integrada de información, trámites y servicios en línea, de modo de propiciar una administración pública más transparente, eficaz y democrática.
La necesidad de gobernanza
La Comisión Económica para América Latina y el Caribe (CEPAL) ha afirmado que la digitalización puede ser una herramienta poderosa para abordar problemas estructurales de la región en diferentes dimensiones, como la educación, la salud, la seguridad, la justicia, el fortalecimiento institucional y la transformación productiva, entre otras.

Hasta este punto, se ha descrito el modelo propuesto por la Comisión Económica para América Latina y el Caribe (CEPAL) para establecer un marco de gobernanza para el gobierno digital.

La Comisión Económica para América Latina y el Caribe (CEPAL) ha manifestado en diversas ocasiones que las tecnologías de la información y las comunicaciones (TIC) no son por sí mismas la respuesta para alcanzar la eficiencia y la eficacia del sistema público, sino que hay que considerar otros elementos clave para el logro de los objetivos. Es así como se ha venido insistiendo en la importancia de los elementos institucionales, culturales, normativos, técnicos, de organización y de liderazgo que contribuyan a consolidar el desarrollo digital de los Gobiernos. Para ello, es imprescindible contar con un modelo robusto y aplicado de gobernanza digital, como se presenta en esta guía, que permita realizar las transformaciones necesarias, tanto en el ámbito de la provisión de servicios públicos como del avance en materia de innovación y desarrollo productivo.

The need for governance
As the Economic Commission for Latin America and the Caribbean (ECLAC) has observed, digitalization can be a powerful tool for addressing structural problems in the region in such areas as education, health, security, justice, institution-building, changing production patterns and many more. Nevertheless, it can serve as such a tool only if it is embedded in national development strategies within an appropriate governance framework as part of a systemic approach designed to prevent it from becoming yet another driver of inequality.
