Until a short while ago, the backwardness of Latin American agriculture was regarded as essentially a problem of poor distribution of investment or of the rural population’s lack of educational opportunities. Recently, however, more attention has been paid to institutional factors, and it is generally recognized that conditions in the agricultural sector are such that new capital investment is bound to encounter obstacles which make it doubtful that it can yield good returns in terms of increased output.
