The persistent nature of open urban unemployment

The members of households in lower-income strata, young people, people with mid-range levels of education and women continue to be those that are hardest hit by unemployment. The concentration of open unemployment in these groups is intensified when urban unemployment rises sharply, which exacerbates ifs negative effect in terms of social equity.
