Depuis la fin de la guerre froide, la plupart des conflits armés ont été des conflits intérieurs et non inter-États. De 1998 à 2007, on a recensé 34 grands conflits armés, tous intérieurs sauf trois, et un nombre total quatre fois plus grand de conflits armés de toutes dimensions. Ces conflits ont fait considérablement plus de victimes civiles que militaires, nombre d’entre elles étant des femmes et des petites filles.
