البرنامج العالمي للتثقيف في مجال حقوق الإنسان: خطة العمل، المرحلة الرابعة
The Plan of Action provides methodological guidance to develop a comprehensive human rights education strategy for young people at the national level that supports youth empowerment participation and inclusion. It addresses governments national human rights institutions and civil society organizations including youth movements and networks as well as education practitioners. Member States adopted the Plan of Action to guide implementation of the fourth phase (2020-2024) of the World Programme for Human Rights Education (2005-ongoing) proclaimed by the General Assembly in 2004 and structured in consecutive phases each focusing on a specific target sector or thematic area.

لمحة عن خطة العمل للفترة 2020-2024
يلخص هذا القسم خطة عمل المرحلة الرابعة (2020-2024) من البرنامج العالمي للتربية على حقوق الإنسان. وهو يعتمد على خطط العمل للمراحل السابقة، ويسلط الضوء على الإجراءات الرئيسية التي يتعين على الدول وغيرها من أصحاب المصلحة اتخاذها لتعزيز تنفيذ التثقيف في مجال حقوق الإنسان للشباب. اعتمد مجلس حقوق الإنسان خطة العمل في 26 سبتمبر 2019 بموجب قراره 42/7.
Introduction
The Economic and Social Council under the authority of the General Assembly is the United Nations organ which coordinates the economic and social work of the United Nations and its system of organizations. The Council has 54 members and until 1991 held the following sessions each year: a short organizational session in New York in January the first regular session in New York in May the second regular session in Geneva in July. The rules of procedure of the Council were amended by resolution 1992/2 and from 1992 on the Council held an organizational session in February in New York and one substantive session with one "high-level segment" a year; the substantive session took place in alternate years in New York and Geneva between May and July. The General Assembly in its resolution 68/1 requested the Economic and Social Council to adjust its programme of work to a July-to-July cycle. The Council continues to have one substantive and one organizational session. From 2014 the Council holds a substantive session in New York and the humanitarian affairs segment alternates between New York and Geneva.
Index to Proceedings of the Economic and Social Council 2022
The Index to Proceedings of the Economic and Social Council is a bibliographic guide to the proceedings and documentation of the Economic and Social Council. This issue covers the 2022 session of the Council including the organizational and substantive session. The Index is divided in two parts comprising the Subject Index and Index to Speeches. The Index is prepared by the Dag Hammarskjöld Library Department of Global Communications as one of the products of the United Nations Bibliographic Information System (UNBIS).
Résumé analytique
L’Afrique s’efforce de se remettre des triples crises liées à la pandémie de COVID-19 au conflit russo-ukrainien et aux changements climatiques. La mobilisation des ressources pour faciliter cet effort de relèvement requiert une approche holistique sur le continent et ailleurs l’objectif étant de donner une efficacité maximale aux ressources nationales et d’optimiser les ressources extérieures conformément aux priorités de l’Afrique.
Méthode utilisée pour estimer les coûts des dépenses fiscales
L’approche adoptée dans le présent rapport consistait à élaborer sur le plan technique la méthode utilisée pour estimer les dépenses fiscales et à définir des systèmes de référence pour l’impôt sur les sociétés et la TVA. La même méthode a été appliquée dans 10 pays participants pour pouvoir comparer les résultats.
Gouvernance des dépenses fiscales en Afrique
Lorsque les dépenses fiscales sont accordées pour des raisons d’intérêt économique et résultent d’une activité de pression privée ou d’une prise de décision discrétionnaire il est probable qu’elles servent les intérêts financiers des entités concernées et de celles avec lesquelles ces entités sont de connivence et que les dépenses fiscales ne produisent qu’un avantage social minime.
