Planning is vital. Through it, governments set long-term goals, prioritize policies and resource allocation, build national consensus for development, set strategies for diversification and links, craft industrial policies and align the objectives of public investment and economic transformation. Countries that take planning seriously, such as Ethiopia and Rwanda, are often more successful than others in pursuing transformational development.
