Briefly stated, the fundamental development problem in Argentina, as in other Latin-American countries, centres on utilising primary exports in such a way as to reduce the dependence upon them gradually. There are two reasons for such a policy, from the strictly economic standpoint. They are the need, firstly, to diminish the vulnerability of the domestic economy to external fluctuations and, secondly, to accelerate the rate of development beyond the restrictive level imposed by external factors.
