Preface

The year 1989 witnessed changes of historic proportions. The upheavals in Eastern Europe were mainly political in nature but have great economic significance for the countries of the region, as well as for the world at large. The easing of tension between the super-Powers has improved the prospect for reductions of defence expenditures and genuine cooperation on issues of global concern. Together, these largely unexpected changes hold out great promise for economic and social development throughout the world.
