Estabelecer as bases
A implementação nacional da CPAB é um processo destinado a implementar internamente a Convenção no âmbito do sistema jurídico específico de um Estado Parte e a pôr em prática as obrigações previstas na CPAB.
Foreword by the secretary-general
The General Assembly, in its resolution 37/95 B of 13 December 1982, requested the Secretary-General, with the assistance of a group of qualified experts and with the voluntary co-operation of States, to undertake the task of constructing price indices and purchasing-power parities for military expenditures of participating States and to submit progress reports to the Assembly at its thirty-eighth and thirty-ninth sessions and a final report at its fortieth session.
Biosafety and biosecurity measures (measures relevant to Article IV)
Under Article IV, each State Party must, “in accordance with its constitutional processes, take any necessary measures to prohibit and prevent the development, production, stockpiling, acquisition or retention of the agents, toxins, weapons, equipment and means of delivery specified in Article I of the Convention, within the territory of such State, under its jurisdiction or under its control anywhere”.

Adoption of penal measures in relation to the prohibitions set forth in the BWC (measures relevant to Articles I, III and IV)
Pursuant to Article IV of the BWC, each State Party must, “in accordance with its constitutional processes, take any necessary measures to prohibit and prevent the development, production, stockpiling, acquisition or retention of the agents, toxins, weapons, equipment and means of delivery specified in Article I of the Convention, within the territory of such State, under its jurisdiction or under its control anywhere.”

Las armas biológicas no solo se pueden utilizar para atacar a los seres humanos, sino también al ganado y los cultivos. Medidas de fomento de la cooperación, la asistencia y el intercambio internacionales en el campo de la ciencia y la tecnología biológicas con fines pacíficos (medidas relacionadas con el artículo X)
En virtud del artículo X de la CAB, los Estados partes «se comprometen a facilitar el más amplio intercambio posible de equipo, materiales e información científica y tecnológica para la utilización con fines pacíficos de los agentes bacteriológicos (biológicos) y toxinas, y tienen el derecho de participar en ese intercambio».

Принятие уголовно-правовых мер в связи с запретами, установленными в КБО (меры, относящиеся к Статьям I, III и IV)

Mesures de sécurité et de sûreté biologiques (mesures relevant de l’article IV)
En vertu de l’article IV, chaque État partie doit s’engager « à prendre, selon les procédures prévues par sa constitution, les mesures nécessaires pour interdire et empêcher la mise au point, la fabrication, le stockage, l’acquisition ou la conservation des agents, des toxines, des armes, de l’équipement et des vecteurs dont il est question dans l’article premier de la Convention, sur le territoire d’un tel État, sous sa juridiction ou sous son contrôle en quelque lieu que ce soit ».

Nos termos do artigo IV, cada Estado Parte deve, «de acordo com os seus processos constitucionais, tomar todas as medidas necessárias para proibir e impedir o desenvolvimento, a produção, o armazenamento, a aquisição ou a retenção dos agentes, toxinas, armas, equipamento e vetores especificados no artigo I da Convenção, no território desse Estado, sob a sua jurisdição ou sob o seu controlo, em qualquer lugar».

Laying the groundwork
BWC national implementation is a process to domestically implement the Convention within the specific legal system of a State Party and give effect to the obligations embodied in the BWC.
Adopción de medidas penales en relación con las prohibiciones establecidas en la CAB (medidas pertinentes a los artículos I, III y IV)
El artículo IV de la CAB establece que «[c]ada Estado Parte en la presente Convención adoptará, en conformidad con sus procedimientos constitucionales, las medidas necesarias para prohibir y prevenir el desarrollo, la producción, el almacenamiento, la adquisición o la retención de los agentes, toxinas, armas, equipos y vectores especificados en el artículo I de la Convención en el territorio de dicho Estado, bajo su jurisdicción o bajo su control en cualquier lugar».
