Every country has the right to ensure the protection of human, animal or plant health and the environment through the implementation of regulations and standards. Sanitary and phytosanitar y (SPS) measures are used to ensure food safety and protect animal or plant health, while other technical regulations, standards and conformity assessment procedures are sometimes referred to as technical barriers to trade (TBT). These measures have different policy objectives, including environmental protection, human health and safety, and prevention of deceptive practices. Such policy measures, also known as non-tariff measures (NTMs), can have a significant impact on international trade.
