The crisis in the Persian Gulf during the second half of 1990 dominated the global energy scene because of the magnitude of the increase in oil prices and deep apprehensions with regard to the security of oil supplies. At the same time, environmental concerns were increasing, with the world scientific community reaching tentative conclusions on climate change and the desirability of preventive action aimed at the reduction of carbon dioxide caused by the use of conventional energy fuels.
