The usefulness of a National CWR Plan depends on the preparatory steps that lead to its formulation, provisions made for its implementation and the commitment from stakeholders. To develop an effective consultation process, the provision of leadership by the government – through its relevant Ministries, authorities or National PGRFA Programme – is necessary.
