Foreword by the secretary-general
A decade ago we could not have foreseen how deeply information technologies and telecommunications would be integrated into our daily lives, or how much we would come to rely on them. These technologies have created a globally linked international community and, while this linkage brings immense benefits, it also brings vulnerability and risk.

The following definitions are provided to explain some of the key terms used in this Guide.

Contexto general
La aplicación nacional de la CAB es el proceso consistente en aplicar la Convención a escala nacional, dentro del sistema jurídico específico de un Estado parte, y llevar a efecto las obligaciones recogidas en la CAB.

Preparedness and response for bioemergencies (measures relevant to Article VII)
Pursuant to Article VII of the BWC, each State Party to the Convention “undertakes to provide or support assistance, in accordance with the United Nations Charter, to any Party to the Convention which so requests, if the Security Council decides that such Party has been exposed to danger as a result of violation of the Convention”.

This Module outlines actions to support the drafting and legislative process, and briefly presents possible complementary measures for the full and effective implementation of the BWC.
Measures to promote international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes (measures related to Article X)
Under Article X, States Parties “undertake to facilitate, and have the right to participate in, the fullest possible exchange of equipment, materials and scientific and technological information for the use of bacteriological (biological) agents and toxins for peaceful purposes.”
Introduction
The issue of “Developments in the field of information and telecommunications in the context of international security” has been on the United Nations Agenda since 1998 when the Russian Federation introduced a resolution in the First Committee of the United Nations General Assembly that was adopted without a vote.

Mise en place d’un régime national efficace pour le contrôle des transferts (mesures relatives aux articles III et X)
En vertu de l’article III, les États parties à la CIAB s’engagent « à ne transférer à qui que ce soit, ni directement ni indirectement, l’un quelconque des agents, toxines, armes, équipements ou vecteurs dont il est question dans l’article premier de la Convention et à ne pas aider, encourager ou inciter de quelque manière que ce soit un État, un groupe d’États ou une organisation internationale à fabriquer ou à acquérir de toute autre façon l’un quelconque desdits agents, toxines, armes, équipements ou vecteurs ».
Estabelecimento de um regime de controlo nacional eficaz das transferências (medidas relevantes para os artigos III e X)
Nos termos do artigo III, os Estados Partes na CPAB comprometem-se a «não transferir para qualquer destinatário, direta ou indiretamente, e a não ajudar, encorajar ou impelir qualquer Estado, grupo de Estados ou organização internacional a fabricar ou adquirir qualquer dos agentes, toxinas, armas, equipamento ou vetores especificados no artigo I».

Les armes biologiques peuvent être utilisées pour attaquer non seulement les êtres humains, mais aussi le bétail et les cultures. En plus de provoquer des maladies graves et des décès, l’utilisation de ces armes pourrait entraîner des perturbations généralisées ainsi que d’immense préjudices économiques. Les maladies causées par des armes biologiques, ne se limitant pas aux frontières nationales, pourraient se propager rapidement dans le monde entier.
